Visa Application for Indian Passport to visit Hong Kong

Hi, my family will be travelling to Hong Kong for a holiday for 5 days. Does my wife, who is an Indian citizen and a Singapore Permanent Resident, need a Visa? If so, what will the procedure be and does the application need to be done at the Chinese Embassy itself or can it be done elsewhere.
