About:Chinese Embassy in New Zealand

My friend hold NZ passport, now work in Australia, can he apply chinese visa in NZ or Australia?

I have a friend who has been to china before with NZ passport in 2008, but unfortunately due to his stupid mistake, he had been charged with in the procession of drugs & utensils as well as driving under the influence in 2010. He is planning to go to china to visit his family in laws, will he be granted a visa this time?
He is currently working Australia, is it better to apply in NZ or in Australia?

He can apply visa in Australia because he works in Australia. If he declares that he has the criminal record of processing of drugs & utensils as well as driving under the influence on the visa application form, his application will be denied. Please don't worry, the embassy won't check the criminal background.

so you mean, if he declears all the criminal records, his application will be denied, but if he doesn't declear all of that, he will be fine?
