You should go to China consulate in Sydney on 39 Dunblane Street, Camperdown to apply Chinese passport. CVASC on Level 5, 299 Elizabeth Street only accept China visa application. You can go to the consulate directly to get the Chinese passport application form.

If you can read Chinese, please refer to http://sydney.china-consulate.org/chn/lszj/huzhao/t713956.htm to find the information about Chinese passport renewal.
