Yes, you can get China tourist visas in HK through the travel agency CTS or Visa Office of the Commissioner of the Ministry of Foreign Affairs of the People's Republic of China in HK (Address: 7th Floor, Lower Block, China Resources Building, No.26, Harbor Road, Wanchai). But your friend cannot, or Philippines passport holders are banned from applying for a China visa in Hong Kong.
