About:Foreign Consulates in Hong Kong

Can a S'porean who has extended L visa twice (30 days each) in China allowed to extend L visa in HK?

I'm afraid no. But you can apply for a new China L visa in Hong kong, from the Commissioner's Officer of Foreign Affairs Ministry of PRC in Hong Kong or the CTS at hong kong airport.
