Can Philippine Passport Holder get a visa on arrival in Hainan and is it easy to convert a Tourist Visa into a Employment Visa?

Quesion is can she get a "visa upon arrival" at Meilan Airport? We have checked with the China Visa Department here in HK and they have no clue whatsoever. Also, is it easy to convert a Tourist Visa into a Employment Visa? Do we need to exit the country to effect this conversion?

It is possible for Filipinos to get a visa on arrival at Meilan Airport, Hainan if you can provide valid passport, confirmed return flight tickets and 3 months bank statement. However, it is very hard to convert a tourist visa into an employment visa. You have to exit China to apply for Employment Visa.
