i live in oregon and i have family in L.A can my family take my application to the consulate in LA?

To save on money can my brother in Los Angeles take my visa to the consulate there instead. i live in Oregon

Yes, you can entrust your brother to drop off your application at the visa office.

If you do it as Mr. David said, you may get the visa. But you may also get refused, for consulate in San Francisco is in charge of visa issuing for people from Oregon, not the one in LA.
If you cannot apply for it in person, you can trust someone else, a tour agency or a visa agency to handle it for you.
