Will Embassy of China counter sign the death certificate issued in Vancouver?

The Chinese Consulate in Vancouver authenticates documents which are executed in Canada and will be used in China. Type of documents include death certificates. But be note that it should first be notarized by a notary public or a lawyer; Secondly be legalized by the local provincial authorities; And finally be authenticated by the Chinese Consulate-General.
