Can I Apply China Visa On-Line from Ghana ?

Please I have go through many mail that had been sent to you, and many have not be answered, and it occurred to me that you don’t have much time for answering the same question. Please I will to keep your time, I will like to know if I can apply on-line application and have my form filled here then I can scan and send to you before coming- up for my inter-view
I leave in Ghana with my family for over (4) Four years now , as I look through the requirement of Visa, I see that I have what it takes to be successful to obtain my visa , I will like to come back home and make the best out-of what is needed, Finally I will like to know if I can apply on-line ?
