Will Ice Lantern Garden Party and Snow World be open on 15-Dec in Harbin? Are there ice hotels?

Well, I am sorry that I forgot to tell you that the time to visit Ice Lantern Garden Party is from December 20 to the end of February, while the time to visit Harbin Ice and Snow World is from 09:00-21:30 during the Harbin Ice Festival since December 25. There seems no ice hotels in Harbin.2
