Since you have residence visa in Dubai, you can apply for a China tourist visa from Chinese consulate in Dubai. The documents required are as follows:
1. Original passport with blank visa pages and validity of more than 6 months;
2. UAE resident visa valid for more than 6 months.
3. Application Form for China visa application (both V2011A and V2011B);
4. One passport photo;
5. Copies of the data pages of your passport and UAE resident visa.
6. No-objection letter from your company stating your position, monthly or yearly salary.
Sometimes, you are required to provide return tickets and hotel bookings in China if visa officers deem necessary. You can do this in person or by someone entrusted. The general processing time needed is 4 working days.
