can i change business f visa to work z visa when i am in china?

Question

I need to go to Bejing with my Canadian company who has affiliate office there.  Can I enter China with Business visa and have my HR department help me obtain my work visa and residency permit once I am there?  I am not yet certain how long they need me to work in China.

It is possible if your agency is powerful on visa issue. If you can not provide documents for China work visa, you can just apply for a business visa first.
