I can only tell you that you can have a try to get a single entry tourist visa for China in Phnom Penh. One of my Uk friends was failed to get a China visa in Phnom Penh, the embassy told him that he didn't live in Cambodia for a long time and non-Cambodians should provide a long-term Cambodian visa to prove their legal status in Cambodia.
