If you are travelling on connected international flights with confirmed seats and transit through two cities in China by civil flights in no more than 24 hours, you shall not need to apply for a transit visa. However, permission from the frontier inspection office must be obtained.
However, there is possibility that you will not be allowed to board the flight if they check you without visa to China, as I met some cases like this before. So, you'd better prepare a China transit visa in advance.
