Yes, you need a China Transit Visa in order to get out of the airport to visit Beijing. Sometimes, it is possible for you to get a one day stay permit at the Beijing airport, but it is risky to do so, if the stay permit is denied to issue you, you can't leave the airport. Therefore, you'd better apply transit visa in advance.
