Passport expiring and I want to renew my passport.

Hello,
My passport is expiring soon. Please can anyone help me telling when can I go and renew my passport? There should be a minimum time or something. How much money it takes and also how many days it takes for me to get a new passport. I'm a medical student in china.

Oh yeah I'll be going to the indian embassy in shanghai.
