If you work in Dubai, you can try to apply for China visa through China Consulate in Dubai, your mom and sister can apply the visa in Macau, You can't get the visa upon arrival in Harbin.

Chatru, if your mom and sister don't work or reside in Macau, it is not easy for them to get China visa in Macau, they had better get a visa in the Philippines before going to Macau. A single entry visa is only valid for 3 months, therefore, you three person can apply visa in early December. If you apply visa too early, it expires when you go to China in January.

Ms.NANCYMOON; i am very happy to hear about your advice and rest assured they are noted. I can apply in Dubai for my visa in Harbin and my Mom will apply in the Philippines and my sister as she is working in Macau may also able to apply her's in Macau.
I am just confused since some sites are telling there are only visa upon arrivals. I have passed Hong Kong several times and visited Macau at once but the visa were stamped only upon my arrival? what is conflicting in here? Please advice further if you have enough time and would glad to hear more.

Hong Kong and Macao differ with mainland China on visa policy and regulation, and Philippine passport holders are exempted from visa processing to HK for 14 days and Macao for 30 days. They just get your passport stamped for entry. But for Harbin, or any city in mainland China, you must apply for a China visa in advance. Shenzhen, Zhuahai, Shantou and Xiamen have VoA but it is only applicable for applicants from some countries.
