What are the significant belief that Emperor Guang Xu had that cause certain changes in CHina? Thnks

He didn't cause much changes in China. He advocated refore and revolution but he didn't have real power. Cixi was in charge of the country and she didn't want reform. I think Guang Xu want to change in order to get ride of the charge of Cixi. He failed and was home arrested by Cixi till death.0
