I'm an Brazilian citizen, who will be in Budapest for travelling this summer. Can I apply for Chinese Student Visa in Budapest?

As I will study in China beginning this Autumn, I need to apply for a Chinese Student Visa (X Visa) in Europe. Can I apply for one in the Chinese Embassy in Budapest though I am not registered or born in Europe (I know that in some European countries this is not possible, f.i. Austria)?
