Can I apply for a multiple entry visa in Buenos Aires?

I am an American living in Buenos Aires. I visited China for the first time in February 2011. The Chinese Embassy told me I could apply ONLY for a single entry Visa. I am going again to China in August 2011. CAN I NOW APPLY FOR A MULTIPLE ENTRY VISA?

You can try to apply for multiple entry visa at the China embassy in Buenos Aires. The final decision is up to the visa officer. Now, it is not easy for USA applicants to get a multiple entry China visa.
