What are the punishment of overstay in China and lost passport?

My friend is overstay in china and loss passport for almost 3years. What is her punishment because she want to go home to Philippines ?

She will be fined for 5000 RMB or detained for 10 days, then expelled from China, maybe she will be forbiddened to enter CHINA for the next 3-5 years or forever.

Regardless of the nationality. The punishment is severe now a days, Which is 10,000 RMB along with the 30 days detention period in China, Along with the 10 Years to lifetime ban on future application, and the deportation on the completion of the detention period. Now once deported you will be arrested at once you land in your home country and face the detention period and fine according to the rules and regulation of deported citizens. (By the way who will believe that one stay for three years without entry permit just because He/She lost the passport? its a nice old Childish excuse.).
