I have a 12 hour layover in Beijing -do I need a visa to leave the airport?

yes, you need a visa to leave the airport, you can try to apply for one day stay permit at the Beijing airport, if you get it, you can leave the airport.

We are also leaving the airport and was told that a transit visa is needed. Do you mean to say we can get the visa at the airport? It is $140 to apply for transit visa in the USA and we have to go to the embassy.

Hi len703, stay permit is possible to get at the airport from the frontier inspection office, but be note that the stopover should be less than 24 hours.
