I think, Shahe cloth wholesale market and 13th street and zhanxi road cloths market is better for cheap cloths.

For wholesale you can buy cheap clothes in 13th street(soo-san-hang) but they are only open until 1pm. You can also go to guangzhou railway station. Exit the metro from the guangzhou railway station itself upon exit you will see that its very crowded. Guangzhou railway will be on you right as you exit the metro. Just go straight in the street and turn right where all the people are going. That section is the best area for buying clothes.
