About:Chinese Consulate in Chicago

I am a Chinese citizen with a Chinese passport issued in Manila, Philippines. I am in the United States with an F1 visa. My passport only have 2 pages left for visas, and I will be traveling to different countries this summer. Can I apply for a passport renewal in Chicago? Or do I have to wait until I'm totally out of pages? The website says a passport holder has to be "out of a passport or visa pages". I am not sure if I qualify since I still have 2 pages left..

You can apply for a passport renewal in Chicago because your passport will run out of visa pages.
