About:Chinese Consulate in San Francisco

My wife has a green card and a Chinese passport. Her passport will expire soon. I have been told that the Chinese consulate will come to Seattle a couple of times per year to accept passport applications.

1 Is this true?
2. If so how does a person find out exactly when they will be coming as the consulate's website does not currently list any kind of schedule?

We are willing to travel to San Francisco to get the passport replaced, but obviously would bypass taking the trip if we knew for certain that the Consulate would be coming to Seattle and knew exactly when.
Also do you know how long it takes to process the renewal passport if we do it in San Francisco? I understand we can bring the paperwork down there and have the passport mailed back to us. Just trying to make sure we give ourselves adequate time before our travel to get it done.

It takes one month for passport processing.
