About:China Customs Declaration

Dear Sir/Madame,

I just read a message above about Baby Milk Powder to China.
So is it allowed (from Government/ Customs) to send 10 packs to China, while paying 10% TAX? When will they charge the TAX? At customs? How to pay the Tax? Can we pay upfront?

You just pay the tax to China customs when entering China.

How do you pay tax if i send it per post at the post office?
