About:Transfer in T3 of Beijing Capital Airport

Can I take a city tour in Hong Kong without a transit visa?

I will arrive at Hong Kong International Airport from Perh at 7.45am on Wednesday 16th March and depart to Beijing at 17.15 the same day. Am I permitted to take tour of the city in that time or am I restricted to staying within the terminal?
