Once she has a baby in Hong Kong, she should register the birth at US consulate in Hong Kong and apply for US passport for the baby. Then she can apply for China visa for the baby from Commissioner's Office of Foreign Affairs Ministry of P.R.China in Hong Kong.

Once the baby obtains US passport, he/she doesn't need a visa to Hong Kong for medical check.
