About:Chinese Consulate in Vancouver

I hold both a passport from Canada and Hong Kong, and both passports are still valid. My Home Return Permit has expired, so can I renew this Permit in Vancouver, BC. If so, what forms do I need to complete? If not, what can I get instead of applying for a single or multiple entry visa?

You can't renew the Home Return Permit in Vancouver, you have to return to Hong Kong and submit the application to China Travel Service (Hong Kong) Limited.
