About:Chinese Consulate in Vancouver

My 3 brothers and me own a single house in Zhong Shan, Canton and completed the legal proceedings 10 years ago. Now a realty company acquires the area to rebuild the district. My two brothers who are living in Hong Kong would like to transfer their ownership of the house to the youngest brother. So they can easily to arrange the transfer there. Now I also intend to transfer my ownership of the house to the youngest brother without going back to Zhong Shan or Hong Kong. Can I apply any legal document in The China Consulate in Vancouver to process the relevant transfer. If yes, what's the procedure and fees incurred?
