Does "a la carte" indicate that meals are included in the package price? Or are meals charged separately?

A La Carte is that you can order the dish by reading the menu.

Hi Ms. Sciwa, I have ever taken part in a tour of Travel China Guide before. Their A La Carte is selecting the menu items as you wish within the standard cost which is included in the tour, but you have to pay for the extra fee additionally if your order exceeded the provided standard.
