We have minus 20C temps here in the winter as well but the big problem is the wind. What are the winter winds like ? What speed do they reach? Which direction do they come from ? Do they carry moisture or are they dry? All these factors affect how 'cold' someone feels.
Thanks

It is difficult to estimate the wind in detail. However, it will not happen everyday. In winter, Changchun is somewhat dry compared withe Canada. Just take things as they come.
