You may take a bus from Lanzhou west bus station to Liujiaxia Dam for 2 hours, transfer a yacht to Bingling Buddha for about 4 hours.

I'm afraid there is no other way. How about renting a car, that will save you time. You could go there with your friends and share the travel fee.

You can do it in a day without rush. It's easy to get to Liujiaxia, take a bus at a station near Xiaoxihu.
Then you can get to the dam by taxi. But after you got the dam, you have two choices: 4-hour's shipping plus 2 hours visit in Binglingsi. Then you can take another four hour to get back to the dam, then back to the bus station or take the bus beside the street and get back to Lanzhou. Or you can take a car which will take you to the back of Binglingsi, on the top of mountains, it's beautiful and need long trekking. Then the driver will pick you up at the gate of Binglingsi.
Troublesome, isn't it? So I recommend you to choose a agency and arrange itinerary based on your needs.
