About:Marriage Registration in China

Hi, my sister is married to Chinese National. They have 2 Legitimate Children and leave and studying in the Philippines but her husband is in China and every 3 months he visit his family, sometimes he stayed for 2 months and back to China again. She has the marriage certificate authenticated or stamp on it in China where they got married. Her husband want them to go in China, their kids don't have passport yet, the 2 kids have their NSO birth certificate ready from the Philippines. She don't have yet the certificate of attendance. My questions are: 1. What she will do first in order for her to get passport as married to Chinese National, is it having these certificate of attendance first before DFA and what are the requirements she will need to bring? 2. What she will do or where she can get these Red ribbon? 3. What are the other documents needed for their to get the kids passport?, They have NSO birth certificate, school ID & baptismal certificates ready for their passport appointment on April 11, 2011. Are her two kids Filipinos in nationality? for your concern, I think, you'd better consult your immigration or foreign affairs. After they get passport, they can apply for family visit visa (L) to China.
