About:Shopping Vs. No-Shopping Tours in China

Can someone please tell me the followings?

a) Does 90 % people in Doncheng District speak chinese language including samll shops.

Does some people speak English in the district

b) Does Macdonald, hotels and other western chain provide milk tea?

a) I think it's common to come across foreigners in the street in Beijing who may speak English. Or there may be some English-speaking foreigners who working in Beijing are living there.
B) I think so.
