Dear MS Nancy Moon,Thanks a lot for the information. but the tour charges 900$ only for getting a single entry visa, and we don't want any tour or other services.(actually, my friend is coming to malaysia and we go together to china from here) So why cant we apply for an individual tourist visa from the embassy?Best wishes,

It's the visa rule of embassy, I don't know the reason, you can try to call the embassy to enquire whether it accepts individual tourist visa application or not now, but the tour agency is darkminded by charging too much for a single entry visa.
