About:Chinese Embassy in Philippines

hi! i went to the embassy yesterday to have my "personal appearance" because it's my first time to apply for a visa. I have all the requirements except of an ITR. I explained to them why I don't have it.and they accepted my application. They gave me a pink slip and told me to come back on Feb. 8. What are my chances of of a granted visa? Are those people who accepted my application making the decision? or they still have to forward it to higher personnel?

visa officers are empowered to make the final decision, don't worry, they already accept your application and explaination as well, wait patiently for their call.
