HI, my girlfriend, also from the Philippines and a holder of Philippine passport is currently an exchange student at the Osaka University , Osaka, Japan until August of 2011. Can she apply for Chinese Visitors  Visa at the Embassy in Tokyo because we are planning to visit China around March 2011. ( So she doesnt have to come to Manila just for the application ) Thank you very much

Yes, she can apply for a China visa in Tokyo Chinese embassy if she can provide her valid visa or residence permit in Japan .
