I have a work visa. My wife and 2 kids have tourist L visas. Can I change their visas to work ones without going back to Russia. Are there any need for them to return back? Can they go to Hongkong instead and change visas there since we live nearby in Guangzhou?

They can go to Hong Kong and changes visa there if all required documents are prepared and the invitation letter from an authorized government office, such as Foreign Affairs Office, is addressed to Commissioner's Office of Ministry of Foreign Affairs of P.R.China in Hong Kong
