You can't get the renewal passport right away, it takes about 1 months for passport processing. As I know, China consulate in Houston provide mail back service for Chinese passport renewal application, when you submit application in person, you can also provide a pre-paid, return envelop and write visa fee on one Money Order or Cashier's Check payable to China consulate in Houston. US$ 5 handling service fee will be charged besides visa fees.
