About:Chinese Embassy in Ecuador

Hello I am a citizen of Croatia and I had a Chinese F until 31.dec as I was working at the Shanghai Expo 2010 and now I would like to come back on the tourist L.
Now the problem is I am in Ecuador where I stayed 1 month with my fiance who haven't been home for more than 3 years and also she needed to come back in order to arrange all her papers to get a working Z and naturally I went with her, she doesn't have any problems being from here and having all the papers, but today at the Chinese embassy in Quito they told me they cannot give me one as me being foreigner. so she can get the Z and I cannot. Of course that caught me totally by surprise because I really did not expect not being able to do my application here, I mean considering my situation and all. Because I now and I check that for example in my country (Croatia) foreigner can get one, he just need to feel an extra form and that is that. So I am really in a big mess. Now I have a return ticket I can change my ticket to Hong Kong and do my application there but you know how much is the change of destination..? 1500$ now come on I am not a Rockefeller I am just a regular guy and that is just to much for me... No please if anybody has a suggestion or something I would appreciate. I can clearly see that upstairs they have the price for others (which i guess includes me too) so why I can not get here does anybody now why and can help with some advice or suggestion..?

The rule changes from January 1, 2011, if you want to apply in a third country, you should hold the residence permit of that country which permits you to return to the country after visiting PRC.

if you are applying in a country or territory other than the country of your current nationality, you also should fill out the Supplementary Application Form (Form V2011B) besides the Application Form (Form V2011A)

I understand that I need to fill the extra form and I have it, it is not a problem but to get a residence permit for only one month here is impossible as that is lengthily and costly process even here.
And that change of rule it happens just in China, they can change the rules 10 a years who knows anymore what can and cannot be done..? Where you can see this rules that are changing all the time, how u know it is from 1st of january..?

In fact, it is not encouraged to apply in a third country/region unless you work or reside in the country for a long time. The rule varies for different nationalities. However, we can't bargin with the consular officer, whether it is issued or not, it is totally up to the decision of consular officer.
