She needs a visa to go to Hainan province, but she can apply for visa on arrival at Sanya(https://www.travelchinaguide.com/cityguides/hainan/sanya/) or Haikou(https://www.travelchinaguide.com/cityguides/hainan/haikou/) if she holds the round-trip flight tickets.

If she join a tour organized by a travel agency registered in Hainan Province and the tour has at least 5 members and stay in Hainan for less than 21 days, she doesn't need to apply for China visa.
