About:Shanghai Pudong Airport

Hi, my friend's parents who hold Switzerland passport have a 12 hours layover in Shanghai on the way back from Hong Kong to Switzerland.
Questions :
1) Do they need a China visa to leave Shanghai Pudong airport and return within 24 hours ?
2) If they need China visa, can they apply the China visa in Pudong airport after landed ?

No, They do not need a China Visa(https://www.travelchinaguide.com/embassy/visa.htm) if they stay in Shanghai less than 48 hours.
