can i renew my HKSAR passport online in LA?  if not, can i download the instructions and application form online?

You can't renew your HKSAR passport online in Los Angeles, you have to submit the application to chian Consulate in Los Angeles in person or submit the application directly to Hong Kong Immigration Department.
