About:Chinese Consulate in New York

I sent in an application for my son's Hong Kong ID card last month, but just got returned. The whole package was unopened.
Where should I send the package? I sent it to the address in New York.
DO I need to submit in person? I live in Boston and it is a long trip for me to go to New York.
Please advise. Thanks

No visa application can be done through mail, email, internet, or any express delivery service such as UPS, FedEx, etc. Visa application should be submitted and picked up by the applicant or someone else entrusted. Please submit the application in person or send it to a visa agency in New York which can help you to apply for it.
