I will be reaching HKIA at 0525 from LA and catching a flight to India at 1425. Can I take the Ngong Ping cable car ride and be back on time to catch my flight? Secondly, I know the cable cars start service at 10am but do they operate every day and how frequently?

Yes, you can make the trip, for the Ngong Ping 360(https://www.travelchinaguide.com/attraction/hongkong/ngong-ping360.htm) cable car is very close to the airport. You can take Hong Kong airport shuttle Bus S1 and get off at Tung Chung Bus Stop, ten minutes' drive. There is one cable car departing every 4 minutes and the whole journey is about 20-25 minutes.
