Reference Mr. Percy's  answer of 432 steps to the top of the Potala Palace. Does that include inside and outside steps needed to get to the top?Answers.com says there are 1036 and 2564 if you include the outside. But that might be just steps to the top???

I googled chinese websites and it said that 432 and every 108 steps as a group. Not clear if it includes all the steps inside and outside the palace as well, seems it is only talking about the outside steps from the bottom to the front entrance of the palace.
