There are two parts of the Jin Dynasty. Western Jin was declined because of the Rebellion of Eight Princes. It is said that the emperor is talentless and the eight princes want to replace him. The rebellion failed and the Western Jin was weak. Later, the Huns intruded. Some of the imperial family escaped to South China, established Eastern Jin. The capital is present Nanjing City, Jiangsu Province. That was an unstable authority indeed and later, divided into 16 kingdoms. This is the Northern and Southern Dynasties period. The prime minister of Bei Zhou, a kingdom among the 16, get the crowne from the king and establish Sui Dynasty, the one before Tang Dynasty.
