About:Chinese Embassies and Consulates

My son is a student & US citizen who is temporarily working in Africa. He wants to join other US classmates on a trip to visit mainland China in Dec. 2010. What is best - for him to go to Nairobi, Kenya a few days before the flight to Hong Kong to obtain his visa to mainland China? - or - fly to Hong Kong a few days early to obtain visa at the embassy in Hong Kong?

China visa policy is getting tight these days, so it may be difficult for him to apply in HK. But the validity of visa to China is 3 months, so, he can apply for it now through Chinese embassy in the country where he works.
