Some ice sculptures will be well-made, you are allowed to see them after arrival, but not clear about how do they handle the admission fee. Actually, the festival has already began to some extent during that period.
About the ski resort, I think you can try Er Long Shan Ski Resort (二龙山滑雪场).

2. If going by Taxi, how much does it cost?

From Harbin to Er Long shan:
1. Take shuttle bus at New world hotel (0830) or Singapore Hotel(0900) if you will go Fri-Sun. The ticket is rmb50 per person, including the admission for the Ski Resort.
2. Take long-distance bus(rmb12) from Harbin Railway Station or Harbin East Railway station to Binxian county, you may get off at Er Longshan, and then take bus no.7 (rmb2) or hire a mini-bus(rmb5) to the resort.
If you will go there directly by taxi, it takes no more than rmb150 by meter.

I called Ice Snow Center this morning, they told me that Ice-Snow festival will open on Dec. 24th 2010.
